1.1 These requirements cover pedelecs (from pedal electric cycle) defined as a bicycle where the rider's pedaling is assisted by a small electric motor powered by a battery. Pedelecs include an electronic controller which stops the motor from producing mechanical power when the rider is not pedaling or when a certain maximum speed has been reached.
1.2 The requirements contained in this Outline address the risks of fire, electric shock, and physical injury caused by malfunction of the motor drive.
1.3 These requirements do not address the mechanical aspects of the bicycle upon which the motor drive is mounted. See 2.2(e).
1.4 If the risk of fire does not exist at a pedelec, part, or circuit, then the requirements of this Outline intended to address the risk of fire shall not apply to that pedelec, part, or circuit.
1.5 If the risk of electric shock does not exist at a pedelec, part, or circuit, then the requirements of this Outline intended to address the risk of electric shock shall not apply to that pedelec, part, or circuit.
1.6 The requirements of this Outline intended to address the risk of fire do not apply to a product provided with a metal enclosure in which there are no openings in the enclosure through which molten metal, burning insulation, flaming particles, or other ignited material could fall onto flammable material, or through which a flame could be projected.
1.7 These requirements do not cover bicycles provided with a small electric motor that can be exclusively propelled by the motor, where the user is not required to pedal (ebikes).
